Personally, I think this advice is incredibly stupid, and I think that she
should ignore it.  I've never been to Oz, but I would take my old 540c
anywhere.  If she takes their advice, I'd recommend taking along an
external hard drive with all the necessary data on it.  As far as an ISP
goes, I'd ask advance information on the Oz list.  I've forwarded your
message to the list indirectly.
