Mostly.

Is there a reason not to let people create public filters (or
semi-public ones) on their trust lists if they want?

It could even be done in a very spoofable fashion if one wanted to be
pro-spoofing -- for instance, one could attach a tag to a filter such
that when one posted with that filter, the tag was automatically added
(but, of course, one could add the tag without the filter, or turn off
the tag on a specific post to that filter).  But not everyone
remembers to do everything all the time, so it's nice to put a setting
in once and have it default, rather than having to remember to write
"this post is filtered" on every filtered post or "this post is
going to everyone" on every just-locked post that's intended to be
discussed among the recipients.

Of course, if one uses a client, one can build this kind of stuff into
the client.  But many of us don't.
