No technical reason.

Socially, it's an idea that has not been discussed fully.  Nor do I
think now is really the time to do so.  The number of changes I am
willing to make to the underlying social structure of DW is very, very
small.  We need to maintain compatibility with LJ's social structure
in order to provide a comfortably safe destination for people.

Personally, I don't think that it really buys us anything except more
confusion.  If you really want your groups to be public, then you can
invest the effort to post a list of who's in each group.  Go for it,
nothing stopping you.  :)
