I don't think DXBase offers the CE9 prefix as one of it's choices although it was a common Antarctic callsign. But if you check the ARRL DXCC list of entities, they now use KC4 to designate Antarctica. That's why you only find KC4 and not CE9 in the Prefix Field of DXB.
I double checked my ARRL entity list and it doesn't use CE9 as Antarctica. Now it is possible that some of the old callsign/aliases supplied in the DXB callsign database are mapped so CE9 relates to Antarctica although a check of my callsign/mapping didn't come up with any.
