A few years ago, this issue came up and it was settled then by someone who consulted with the ARRL DXCC desk and they indicated they preferred to have KC4 rather than CE9 because the majority of the stations in Antartica use a KC4xxx callsign. So, the primary prefix designation was changed in DXbase to KC4.
