George,
I can tell you it does not need to be licensed but it does need a
contractual agreement between the eCTA and its members so if the members or
the eCTA is in breach of the contract they can be sued, and the offender pay
recompence to the victim of the situation that caused the breach to occur.
All it needs is some teeth to be able to act.
