Yes it is!

Before answering that, your signature identifies you as being located  
in Canada, yet you asked about the [US] Congress since Canada does  
not have such entity. Am I correct in the assumption that the party  
asking for the $1000 to be paid is US based?

Regardless, the last thing needed is to get Governments involved in  
B2B rules and regulations.

It would be nice to have an EDI User Bill of Rights. Not knowing  
which industry you are in, I can't provide you with the name of a  
possible EDI Industry User Organization. Maybe your industry has such  
an organization which may be able get involved assuming the party is  
a member of such group.

Your company has three choices. The first being pay the fee and  
continue to do business with that party in hope that the net profit  
is worthwhile the effort.

The second option, stop doing business with that party and find other  
customers to make up for the loss of business.

The third, if this is an option, continue doing business the old way  
via faxes and snail mail. Hopefully, the other party will realize  
that the benefits of doing EDI without the need for charging  
unjustified fees to its supplies are far greater than the $1000/year  
surcharge for 3 years.

Naming the party would go a long way in helping you to achieve that  
goal. Otherwise, it is just an unknown party doing EDI in a unusual way.
