Klaus-Dieter has explained about the (vanishingly) low use of Functional 
Groups in EDIFACT before version 4 in another post in this thread.

I think Functional Groups are not used in EDIFACT in Europe because the 
de facto standard is to send only one message type within an envelope. 
The only exception to this in practice is when a TAXCON tax 
reconciliation message is included with an envelope of INVOIC messages.

The EDIFACT standard allowed you to mix message types in an interchange. 
It was only within a Functional Group (before version 4) that there was 
a restriction to a single message type. Apparently that restriction is 
now lifted for version 4 (Klaus-Dieter says the take-up of that has been 
low; I think he is being charitable!)
