To ensure that I am comparing apples with apples I am downloading a 100Meg
file from our ISP located here:

We are running ADSL 2+ Annex M and the modem receives the values from the
ISP and reports:
Upstream 2281 kbps
Downstream 21367 kbps
Noise Margin (Upstream) 6.8 db
Noise Margin (Downstream) 8.1 db
Attenuation (Upstream) 12.5 db
Attenuation (Downstream) 16.0 db
