I have been confused by the patch title as well.
I was going to just apply this simple change right away, but it strikes
me that it entails some further changes that might as well be done in
the same patch. Suggestions:
From my point of view, the patch remove redundant intermediate header
level and it is a minor improvement in its current form.
Certainly, contents of the section may be made more clear (perhaps by
other patches).
- A more descriptive section header: "Construct Org protocol URL
request" doesn't really cover the contents, since the section isn't
really about constructing URLs (the schemes are covered elsewhere),
and e.g. with Captee you wouldn't need to think about it (I think?).
It's about *making* requests to Org protocol from external apps or
scripts. E.g. "Make a request with Org protocol"?
It may be something like "Configure applications to send data using Org
protocol".
- An extra item in the bullet list at the beginning of the section to
reflect that that third-party apps are incorporated. (The list does
refer to "program/script generation", but from context that would be
understood more as user scripts, not applications like Acrobat or
Opera.)
Captee is a bit specific here since it allows to avoid tuning every
application. Instead it adds another "sink" to system-wide interface
used by applications. Usual way is to either adjust application
preferences or to install extension/add-on. So I am in doubts concerning
the bullet list in its current form.
(- It seems slightly strange to have separate items for "Web browser
bookmark" and "Opera", but I'm inclined to leave this for now, as we
may remove or change the Opera bit in any case.)

Why delete the info for Opera? If the above description of using
bookmarks now applies to Opera without further setup, we could delete
this section, but add Opera to the list of "Most web browsers" above.
If we do have browsers that need special setup in 2025, we could have
a single section covering them.
I have not played "git blame" game, but I suspect, this section is from
epoch when Opera had its own rendering and JS engines. Currently it is
based on Chromium and the text is likely outdated.
I would keep contents of this section either in the current article or
in archive (but accessible from web). Certainly it should be marked as a
historical artifact.
Org protocol is quite fragile. I faced enough pitfalls when I was
setting it up several years ago. I have seen various recipes in blog
posts and other web pages, but I was not sure if that info was still
useful. I think, we may save some time for new users by clearly saying
that specific instructions were applicable several years ago, but there
is no point to try them now even if org-protocol does not work.
