No it is a bug in Classic/Tiger, which Apple has no interest in fixing. The "fix" would be a small native application (possibly a script), which accepted the input of the command click, and then launched emailer, and passed the data to it. Then just set this as the email client" with Mail. voila! ;-) Should be a couple hours work for some genius.
