Not too far off the mark. It is for OS X's directory services.
The .DS_Store file stores information about the folder it is in, such
as what the view and sort settings are. The Finder will automatically
create this file under certain circumstances. It was a huge problem a
while back as people were migrating to OS X, as one of those
circumstances is when you copy folders from OS 9 to OS X, so almost
everyone that moved their Emailer install to an OS X machine ended up
with the .DS_Store file in their Temp Incoming folder.
When Emailer hits that file while unpacking, it chokes and stops
unpacking messages until the next attempt. You can manually delete
just the .DS_Store file, but since it is an invisible file, it
involves either having a tool that can show you invisible files, or
using the Terminal. Both are more effort than just throwing away the
entire Temp Incoming folder (which in turn throws away the enclosed
offending .DS_Store file) and then letting Emailer make a new, clean
and empty, Temp Incoming folder when it is next run.
