Well, they include iPhoto, which can touch up any jpeg you drop into it. However, it has no text tools, so it probably can't do what you want.

Check out a program called Skitch (plasq.com), I think it is exactly what you want. It lets you take screen shots and annotate them. I have not used it yet, I only know about it because I saw it mentioned in the Sept issue of MacWorld.
