I have this conversation with IP Tech guys all the time.  Every time 
something
odd happens with my email which causes it to crash and i check with these 
tech
guys at Time Warner and earthlink it is always because they are updating 
their
system.  A year or less ago Earthlink updated their web site - more 
recently Time
Warner moved their activity, I was told, from the Philippines to 
Guatemala.  I
recognized a difference in the accent of the Tech Dept. techies.  When I 
finally
get a password to a higher level of tech help, they always deny it!  It 
rights itself
eventually, but meanwhile I've gone through a great waste of time, often 
two days
or more!
