Just taking a quick look at ver 2.5 :
src/libnml/nml

All but one of the *.cc and *.hh files have :

License: LGPL Version 2


the only one that doesn't have a license declaration is nml_type.hh,
which is a very small file, and says it is duplicated in nmlmeg.hh

So, is LGPL V2 incompatible with the license we want to move to?
They all also say "Derived from a work by Fred Proctor & Will Shackleford"
so that is probably good enough to allow them to sign it off on another
license type, if they agree to it.  (Maybe they can't do that anymore
from NIST, I don't know what the details of what they can and can't do
are.)
