Well, right now it isn't licensing. The first step is regular builds of packages that can install on a fairly typical system (ie: simulator only, or unified-RT). AFAIK, work is in progress on getting the new stuff integrated into the build system, but I'm sure there's still lots to do and help would be appreciated.
