Seems to me the time between discharges is the same as the time between pulses (I believe that was the intent). I don't have the standard in front of me, but I think the max rate was 1/second, which means you could go slower. In most tests I've seen, the several discharges at one point are run at the 1/second rate, but then there could be several seconds or more between the discharges at that point and the discharges at the next point. At least one company actually runs tests at much higher discharge rates and with many more shots/point than IEC recommends (the new draft of ANSI C63.16 goes to 50 shots/per point).
