AFAIK EN61000-6-3 is not harmonized yet. I have a problem to access the CENELEC web in order to check the current status of this standards. I have a copy of CISPR/CEI-IEC 1000-6-3:1996, but I don't know if this issue is the latest version because the IEC site is also down for the moment. In this version they still describe 30-1000MHz radiated emission (same limits as in 81-1) and 0.15-30MHz conducted emission (same limits as in 81-1).
I would suggest that you use EN50081-1 until it become harmonized.
