1. You can ask your National Committee, but that may not work. At some
future date, maybe not far off, it may be available from the IEC as a
'PRV' (Pre-release version), which you pay for but then get the actual
published version for no additional charge.
2. The differences are too extensive and to detailed to recount. And
'major' is a dangerous word. A big change might not affect your product
but a small change could put it off the market until it's fixed.
