Dont throw away your encoders just yet...

For this to work at all you will probably require dual feedback. (from both 
rotary encoders on motors and laser measurement)

Also if your frame is not rigid, and you have dynamic load changes (Not a 
laser or Plasma cutter) so the laser sensor feedback loop needs relatively 
high bandwidth, Its unlikely a simple PID loop will be stable, and state 
variable or other more exotic control techniques would be needed.
