Hi Dave Can't help you with the board driver but I can say that I've used IOSH the same way to initialize several similar boards. In fact if you look around a bit, there was a Tcl/Tk script named DIO_Exercise.tcl that showed a graphical display of the full set of 8255 ports. That would allow you to set each as IO given the way you set the control port.
