Capable, yes. The best choice? I doubt it. The number of things that can go wrong in a PC is far more than in a simple microcontroller based system. To be honest, I'd stick with a mechanical injection pump - and I'm an electrical engineer! Mechanical things just seem more robust to me. I know next to nothing about diesels in general and automotive ones in particular, there may be something particularly horrible about the existing injection pump that makes an electronic replacement desirable.
