You can tap with a bottom tap. It all depends on the pilot hole. If you make it a bit larger, the bottom tap will work.
Sometimes when you have a deep threaded hole, (depth > 3D) there will be enough material left to hold the screw. If it is not deep, start with the first tape and finish with a bottom.
