Yep, they are certain that you are going to guzzle it down at any moment, as we are all assumed to be heavy drinkers until found innocent. Distilleries that make grain alcohol for consumption usually don't make anything that is 100%/200 proof. I work with a distillery once in a while and I think their strongest product is 160 or 175 proof.
