tells me the key is a new key but no user id.  Continuing with the sudo apt-get 
update in the instructions tells me the signatures can't be verified because 
the NO_PUBKEY ... isn't available.

And apt-key is deprecated.

OTOH, no trouble installing the Arduino IDE.
