This request is sent to specific host, as refreshCapabilities. adding host to a
DC already restricted to the cluster lever. So checking the host's capability
is also fine here.. not sure that its really matter which I check.
I don't understand how its effect if i run as SPM or HSM, if you call to
HSMGetAllTasksInfo as HSM, you should not pass pool uuid, and you'll get to the
below condition without getting SPM exception.
