Of course I encourage everyone to add/change stuff they want to talk about.
Though it should relatively be about project management or direction.
I think writing your ideas in the phab vote is preferable but if it's by
email I might take the time to add them in the agenda.

Someone will have to write a report and I can do it if I am here. If I am
not, I think you should decide before the meeting who will do it.
Some people wil not be in the meeting so even if there is a consensus in
the irc meeting, they should still be able to raise their voice in the
management ticket (ideally before the meeting so their opinion is noticed)

Also, I think people should not come with too high expectations that
everything will be solved. But they should come with ideas/plans/solutions
that people might agree with. Don't just say this is bad, we should do
something about it. If you can, propose something.
