If you manually empty the Deleted Items folder, then the space is available
for new messages - that is, the messages are purged from the system.
However, there is no public information on how the space is reused. For
example, it could be that the space is reused only if a received message
will fit entirely within the space available (essentially a fragmentation
issue).

Entourage will continue to expand the database to contain all the messages
and attachments currently in the database, including those in the Deleted
Items folders. There will also be additional space that was previously
occupied by messages that you deleted, and then were purged (emptied) via
your manual empty. How much of this space will exist will depend on how
efficiently Entourage reuses the free space in the database file. So to
answer your question, the 71 MB should be the space needed for the messages
you have stored, plus some free space that new messages can be placed into -
"partially empty storage bin" - assuming that you have deleted messages and
manually or automatically emptied the Deleted Items folder. You do not need
to perform a rebuild to reuse this space, Entourage will do it for you.

Assuming the space reuse algorithm is reasonably efficient, the largest the
Entourage database will become is the size of all messages, attachments,
contacts, memos, links, etc. combined. If, like many people, you tend to
keep messages, then over time your database will grow in size. The amount of
empty space will tend to remain the same size as the number of messages,
etc. that you delete each day.

What this all boils down to is that you do not need to rebuild on a regular
basis.
