To create the outgoing rule, open Rules and click on the Outgoing tab.
Create a new rule:

If any criteria are met
Attachment  Exists

Then
Add action

Remove Attachments

(If you check your message in the Sent folder  you will see an icon to
indicate the message has been modified.)

Thanks, Diane.  I think she was also looking for a rule to remove an
attachment before deleting a received message ... if you don't mind :-).
