It just gives those first 100 as a sort of visual feedback to new (first-time) users that contacts are what is dealt with in that text box. By the time you've got more than 100 contacts, you're supposed to be aware that you can just type in any contact's name there. (Last name will work as well as first name.) It doesn't seem exactly intuitive to me.
