I'd bet it's more economic than just the fun (not to be denied) of scaring the public. People do NOT pay much attention to things that are not threatening. People WILL pay attention to things that scare them. Scary stuff will pull money out of the pocket, keep the subscription renewed and get the article read because it gives us information that we think or feel may keep us safe!
