I expect that the accuracy is symmetric, in other words it is 
+/-(1.5% + 8) so 300A can be displayed as a value between 287.5 and
312.5
which is 300 +/- 12.5 or a total accuracy of about 4%

According to that:
Range           Resolution   Accuracy    translates to
  66.00A (DC)   0.01A        (1.5%+12)   reading+-1.5% + 0.12A
1000.00A (DC)   1.00A        (1.5%+8)        reading+-1.5% + 8.00A
  66.00A (AC)   0.01A        (2.0%+12)   reading+-2.0% + 0.12A
1000.00A (AC)   1.00A        (2.0%+8)        reading+-2.0% + 8.00A

So, for 300A actual DC current, the meter could display anything from
295.5A to 312.5A
I suppose that is reasonable for a meter in that price class.
Repeatability might be better.
