If one is Buddhist the suggestion is that you do not want to take what is
not freely given, ever; and to give freely what you are able.  In Islam,
Christianity, Judaism, and those that I missed, you have a similar, but
differently worded suggestion.

In Buddhism one of the many reasons not to do this is to not to wind up
people who would get upset. You have to know that even though it is
insignificant, that doing so puts you in a category of people who do not
ask first.  It also, reinforces that idea that not asking will always be
welcomed which will inevitably cause trouble in your heart and in the
world.  Just the way it is.

I was having a connector issue once and went to a nice looking church to
ask if I could plug in and recharge.  This vehicle takes 1kW to charge
fully so I was asking for about $0.12 of power.  The secretary could not
bring herself to let me do this without asking the pastor (on the phone for
a very long time).  Partly, I think she did not believe that it would be
only $0.12.  People cannot understand how little power it takes to go a
useful distance, and the  automatic assumption is that it will be a lot.  I
offered to write a check for $10.  No go.  I gave up and pedaled a few
miles (not insignificant due to the 200lb weight of the loaded EV).  At a
driving range a young man let me plug in for an hour and we had a nice
conversation.  While stopping to rest I discovered the connector issue and
proceeded apace.

I am pretty sure afterwards that lady and maybe the pastor thought about or
discussed the story of the good Samaritan (an enemy of the Jews), the idea
of Christian charity, and just plain neighborliness; but in the moment she
couldn't get there.

On another occasion I asked to plug in at a convenience store and was given
permission, but the owner, who was driving down the road outside, saw me,
called the counter girl with his cell phone and told her to cut me off.  A
fair number of people are very tight with their money, believing it will
make them happy if they have more of it.

So regardless of what we may think, or what the laws may say, it is just
better to ask first.
