In here if anyone wishes to claim for "damages" one has to prove the actual damage and cost. It's not crime to connect a plug. It migt be a crime to pull 30kW out of that standard socket but that would be considered as '100ms quick charge'.
Who defined the stolen amout of electrons in the article here? They have to prove something was stolen and how much. I have had to charge in middle of night in middle of nowhere. Luckily there are block heater poles everywhere so there are about 2 million socket available in a 5 million habitat country :-) After my emergency charging event I contact the pole owner next morning and offer money to compensate the costs. Usually no-one cares and some are just irritated on the 2€ offers. Then again if one would refuse to help anyone in the trouble that can be considered to be a crime. Witness a car crash and just drive away? Refuse giving few cheap electrons to chivering and exhausted EV driver?
