This issue reminded me of a patron inquiry into why we ask for their
cellular provider when choosing SMS for notifications.  It led me to learn
of email to SMS gateways.  Although it won't help fix anything, for your
reference see below for a list of them.  Since Evergreen sends SMS messages
via email, the problem can lie either with an email system or the carrier.
You can at least test delivery of the message insofar as checking for a
bounce-back if you send a message to <10-digit phone number>@<cellular
provider.com>.

action and I needed to send a text message right away.

Btw, Google offers an add-on for Gmail that apparently makes it convenient
to send text messages via Gmail. For a price:
