Apologies for chiming in late to this thread - I wanted to have at least one person with the carrier listed test our notices before I made any claims!
We started noticing difficulties with sending notices to certain carriers last year. Somehow, we got the idea to try converting the SMS gateway to the MMS gateway. That seemed to work for the carrier that was giving us issues, so we made the change for all of our gateways. I haven't heard of any issues since we made that change. I can't claim that this will be a perfect or permanent solution, but it may be worth a try. If anyone would like to see how we have our carriers set up currently, I'd be happy to share.
