  Yes.  Outlook apparently does not actually close a PST file when you
choose the "Close" option.  It keeps the file handle open, and the file
locked, until you exit Outlook.  Whether this poor design or poor
implementation, I do not know.  Every version of Outlook I have ever used
has had this problem.  Well, I'm not sure if I've tested it using 2003, but
2002, 2000, 98, and 97 all do.
