This problem is worsened if you have a handheld device that is left in
the cradle when you close Outlook as only the Interactive part of
Outlook closes then.  You have to pop the device (or kill the sync
software) to allow Outlook to finish closing.

  Yes.  Outlook apparently does not actually close a PST file when you
choose the "Close" option.  It keeps the file handle open, and the file
locked, until you exit Outlook.  Whether this poor design or poor
implementation, I do not know.  Every version of Outlook I have ever
used has had this problem.  Well, I'm not sure if I've tested it using
2003, but 2002, 2000, 98, and 97 all do.
