Outlook releases the file lock on a pst after 30 minutes of inactivity. This is configurable with a reg tweak.

Yes. Outlook apparently does not actually close a PST file when you choose the "Close" option. It keeps the file handle open, and the file locked, until you exit Outlook. Whether this poor design or poor implementation, I do not know. Every version of Outlook I have ever used has had this problem.
