Never mind my last post about being able to reply.  I see what you are
saying now.  The links I posted detail workarounds.  The first link also
is for a hotfix that should correct this problem.

When the Public Folder was setup and email enabled we were able to
receive mail to the public folder, but external mail (outside our
domain) is coming into the Public Folder as a post (not a email
message).  We are then unable to reply to the message since there is no
option to reply forward etc...
