I'm with Ken here. If they don't need to access mail internally, then give
them a CR and you're done. I do this all the time (something like 1000 CR's
here). Otherwise you can create a CR and assign it as the alternative
recipient for this persons mailbox. That way the message would get delivered
in both places. Be aware that there may some legal issues regarding
automatically forwarding mail in clear text to the internet.

Why not just create a Custom Recipient?  No mailbox, no e-mail to delete.
