Well, that's only true if you compare cgi-bin Perl (which most of the hosters only offer) to cgi-bin PHP (which very few hosters offer). If you compare the two most prevalent options (cgi-bin Perl vs. mod_php), cgi-bin Perl greatly looses. The reason is quite simple, because with cgi-bin Perl, the Perl interpreter has to be loaded every time. Not so with mod_php. Now, if you're so lucky to have mod_perl, then you're right.
