Well I'm going to state the obvious.  ttys0 is not the same as ttyS0.
ttys1 is not the same as ttyS1.  If you have been looking for lower case
s, then no, those don't exist.  But entries with upper case should
exist.

So the kernel does recognize two serial ports.  When devfsd is started,
it should automatically create two entries (tts/0 and tts/1) and two
symlinks to them (ttyS0 and ttyS1).  Note that the S is capitalized.
