Bill, The Kawasaki does not have liners or sleeves, it has a chrome surface on the aluminum cylinder. The Rotax does have sleeves and thus can be re-sleeved. A Kawasaki cylinder that has a steel sleeve in it would be illegal for SCCA road racing. Not sure about the auto-cross rules.
Yes, the Rotax can be overbored one time by 0.010" The Kawasaki cylinders can be rebuilt however.
