Oops, I shouldn't've generalized to people other than me.

That's one possibility for an extra freeze, but it's really just a
suggestion. Maybe, after a certain date, extra won't be frozen, but
we'll say that all additions to extra must already meet whatever
quality goals we set for extra libraries. Anyway, we'll need to start
hosting extra libraries separately from Factor eventually; the
question is maybe more like, once we get to that point, how will we
decide what is included in the distribution? But we're not at that
point yet.
