What about saying it's time to come up with a CFAN ala CPAN system?  This will 
also allow people to contribute things for Factor without having to beg for git 
access.

I would say that, until gems came about contributing to ruby was a pain.  Once 
gems were available Ruby contribution took off.  Now, that's confounded by it's 
hype, but taking a look at CPAN (perl) and CRAN (R) it seems this is a big 
contributor to external contribution.
