I did a search for "+transcendental meditation +2099" and found one such site here: http://goldendome.org/ But there's a disclaimer at the top: "This is a TM fan site, not an official site of the TM organization." And it's pretty obvious that much of its material is not from the TMO (e.g., the section headed "Wireless Upgrades to the Human Nervous System during the TM and TM-Sidhis Program"). Most of the site just links to various TMO items, but the "Stage Three by 2099" bit does not; it's peculiar (pun intended) to the site. Have a look, see if that's the site you remember. I couldn't find any others, so I'm inclined to think the "2099" bit is the fantasy of the TM enthusiast who put up the site, not anything the TMO has claimed.
