Perhaps the image you are using just isn't any sharper? What camera and
film is this image? Have you tried another one....

Scan at full scanner DPI, and view the actual pixels. Any resizing of the
image degrades it. When you print, if you are using PhotoShop, you can
just change the resolution that you send to the printer, but do not resize
the image...keep it at %100... The printer 'resizes'
(interpolates/decimates) the data anyway, since it has to halftone the
image...so doing it twice will just degrade the image more than needed.
At least that's my recommendation...
