I can't speak for anybody else, but when it comes to page layout, I trust my eyes more than any math or anything else. And I often mess around with various percentages such as you list in order for my page to end up exactly as I think it should look. Most of the time I simply use page reduction, and set those text items I want to be fixed size. But occasionally other reductions are necessary (solo with piano accompaniment, for example, usually has the solo staff smaller than the piano staff).
