If it's non-tonal:

The conductor (who is looking at the score) wants to know what the piece SOUNDS like....so write everyting at sounding pitch. And emphasise this on the cover "SCORE IN C" (I've yet to hear a complaint that this isn't obvious enough)

Then, you can do with the instruments what you like. Of course, give them all concert pitch parts and they'll kill you. But you can at least offer them all the 'performance' pitch which you offered in your email in the first place.
